

You could move/shoot, move/reload, or reload/shoot but if you've taken the accuracy bonus by emptying the mag, you lose the move/shoot option and therefor, most of your mobile offensive power for that turn. It does increase the number of turns you spend with troops on empty magazines, which would reduce your options and make ammo management something to watch more. It doesn't prevent you from loading up and shooting again next turn. This could be turned into a game advantage of having an accuracy boost if you are on the last burst in the weapon, as tracers generally make it easier to walk shots onto a target. Its not uncommon for soldiers to load their magazines with tracers near the bottom to provide a visual indication of when they have nearly emptied a magazine. While I don't believe that this is a problem that needs to be solved, not yet anyways, I can think of a singular method to encourage lower magazines that makes sense.
